Though this is really quite low, you could certainly just lay it on the floor without attaching the legs.

The cushion is about 5.9" thick, this is a footrest, it is very comfortable to put your feet on.
I need this footstool to be by my bed to use as a 'step up' since my bed is so high. Can the stool be used as a step up?

It is very well made and I like it very much but do not think I would use it as a step stool. It is sturdy but I don’t thInk it could handle the entire weight of a person.
Is this easy to install?

Yes, it is easy to install, just need to screw the 4 legs of the stool.
